This part of “No Child Left Behind” Act supports programs in schools and Local Education Agencies (LEAs) to improve the learning of children from low-income families. The U.S. Department of Education provides Title I funds to states. States then redistribute these funds to local school districts based on the number of children from low-income families that are enrolled in each.
Local school districts target the Title I funds they receive to schools with the highest percentages of children from low-income families. Unless a participating school is operating a school-wide program, the school must focus Title I services on children who are failing, or most at risk of failing, to meet local academic standards. Schools enrolling at least 40 percent of students from poor families are eligible to use Title I funds for school-wide programs that serve all children in the school. Beginning in 2009, all elementary schools in Clinton were designated as school-wide Title buildings. In the Clinton Title program all Title funds are spent at the elementary level, providing additional resource teachers who deliver supplemental instruction in the areas of reading and math.
Parents/Guardians in the Clinton Community School District have the right to learn about the following qualification of their child’s teacher: state licensure requirements for the grade level and content areas taught, the current licensing status of your child’s teacher, and baccalaureate/graduate certification/degree.
Parents/Guardians may request this information from the Office of the Superintendent by sending a letter of request to Office of the Superintendent.

Parents are also assured that notification will occur should their child be taught for four or more consecutive weeks by a teacher who is not highly qualified.
